The Department of Industries & Commerce, Govt. of Haryana, on September 9, 2026, notified the Haryana Reimbursement of Lease Rental Charges Scheme for micro enterprises under the World Bank-funded Raising and Accelerating MSME Performance (RAMP) Programme. The scheme aims to encourage manufacturing and service-sector micro enterprises to operate from shared facilities such as Flatted Factories, Plug & Play Facilities and other approved Government/private premises by reducing their leasing costs.
Eligible manufacturing and service micro enterprises, excluding trading units, will receive 25% reimbursement of leasing charges, up to ₹5 lakh per annum, for three years or until the validity of the RAMP Programme, whichever is later. Eligible units must generally have commenced commercial operations on or after April 1, 2025, possess a registered commercial lease deed of at least three years with an unrelated party, hold a valid Udyam Registration Certificate, obtain applicable NOC/CLU/CTO approvals and remain operational at the time of disbursement.
Applications are to be submitted online to the Directorate of Micro, Small & Medium Enterprises, Haryana within the prescribed period, with complete applications processed within 30 working days. The assistance is strictly by way of reimbursement, and applicants cannot claim similar rental/lease benefits under another State or Central scheme. Wrongful claims may result in refund with 12% compound interest, legal action, debarment from further State incentives and recovery as arrears of land revenue; mismatch in facts and figures may also lead to debarment from public procurement.
